Initially congress established the US Marine Hospital for service men who would contribute modest premiums for injury protection at work and for maintenance of health through accident health insurance. During the Great Depression the accident and health insurance adopted comprehensive medical plans to cover enormous medical costs at low prices. From 1960, premium fees have been fair to the customers due to the employers who offer employees insurance plans. Employers footed the bill since tax benefits were offered to the employers and the employee’s premiums were not taxed. In the 1980’s, due to a slow economy, employers shifted the insurance burden onto the employees. Health care costs rose faster than inflation and this continues to be a weakness within the health insurance.
